Registration
The registration process varies state-wise. Petitioning and gathering enough signatures is sufficient to begin a new political party initially. For example, in the state of Connecticut, one has to get a petition signed with 15,000 signatures from across the state to be added to the ballot as a candidate. A witness has to sign at the bottom of every page of this compilation of signatures. This petition is then to be sent to the State Board of Elections. (Petitioning can also be used by someone to be a part of the ballot, as an independent petitioning candidate, without starting a political party.) Forming a new political party is believed to be difficult in the states of New York and Connecticut. The latter requires a minimum number of votes in a major election for giving an official status to a party. However, in most states, the formation of a party has nothing to do with elections. Fielding of candidates on the ballot is not required, to start with. One can simply begin to circulate a petition and establish one's credit first. At a later stage though, a minimum of 1% of votes is required to stand a chance of winning as a Senator in Connecticut, for instance. The party has to be registered with the Electoral Commission at least 154 days prior to the primary elections (held before the general elections).
