Not being honey coated with diplomacy and tact, the Sagg arrows come out like poison tipped ammunition targeted at people. If taken constructively, they can help build a strong foundation for a lasting legacy (for they are almost always true), but if taken wrongly (or if they hit a very sore point) they are capable of ending many budding dreams. The other version of the meaning suggests that only the 'V' shaped part represents the horns and the curvature on the right represents the tails of the mythical sea goat. In any case, the symbol is said to represent wisdom beyond years (from earlier lives) and grit and determination to tide over uphill battles. Aquarius - The Water Bearer

Being shown as the water bearer in the zodiac, it comes as no big surprise that the two zig-zag lines represent water. Another version of meaning for this symbol is that of electricity.
